The US Department of Commerce (USDOC) and the US International Trade Commission (USITC) have determined that revoking the existing anti-dumping (AD) duty and countervailing duty (CVD) order on circular welded austenitic stainless pressure pipes from China would likely lead to the continuation or recurrence of dumping, countervailable subsidies, and material injury to the US industry. Therefore, the USDOC will announce a continuation of the AD and CVD orders on the subject products from China, effective May 21, 2025.

According to the ruling, Zhejiang Jiuli Hi-Tech Metals Co., Ltd. faces a dumping margin of 10.53%, while all other Chinese companies are subject to a 55.21% dumping margin. CVD rate is set at 106.85% for Froch Enterprises Co., Ltd. and 1.47% for Winner Stainless Steel Tube Co., Ltd. and all other exporters.

The products involved are circular welded austenitic stainless pressure pipe not greater than 14 inches in outside diameter, classified under HTSUS subheadings 7306.40.5005; 7306.40.5040, 7306.40.5062, 7306.40.5064, and 7306.40.5085, and may also be under HTSUS subheadings 7306.40.1010, 7306.40.1015, 7306.40.5042, 7306.40.5044, 7306.40.5080, and 7306.40.5090.
