US assigns preliminary dumping margin on Canada’s large-diameter welded pipes

The US Department of Commerce (USDOC) has released preliminary findings in its anti-dumping (AD) administrative review on large diameter welded pipes from Canada.

For the period of review from May 1, 2023, to April 30, 2024, the USDOC assigned a preliminary weighted-average dumping margin of 50.89% for Pipe & Piling Supplies Ltd., 1045761 Ontario Ltd., operated as Canadian Phoenix Steel Products, and Spiralco Inc., which should be treated as a single entity (collectively, Pipe & Piling). This high rate was assigned due to the firm's lack of full cooperation with the investigation.

If the administrative review is conducted, US Customs and Border Protection (CBP) will collect duties at this 50.89% rate on all entries from Pipe & Piling.

Besides, it was preliminarily found that shipments from Evraz Inc. NA (Evraz) had no reviewable shipments during the review period. The review for 37 other Canadian companies was rescinded. Other Canadian exporters will continue to face a 12.32% all-others rate, as published in the order in May 2019.
