US makes preliminary AD ruling on CTL plates from Belgium

According to a Federal Register notice on September 11, 2025, the US Department of Commerce (USDOC) has released a preliminary determination in its anti-dumping (AD) review on certain carbon and alloy steel cut-to-length plates (CTL plates) from Belgium. During the period of review from May 1, 2023, to April 30, 2024, the USDOC found that Belgian CTL plates were sold at less than the normal value.

Therefore, the USDOC preliminarily assigned a weighted average dumping margin of 5.22% to both Industeel Belgium SA and NLMK Belgium. After the final results are made, US Customs and Border Protection (CBP) will collect duties at this rate, which will also become the new cash deposit requirement. All other Belgian exporters of the product will remain subject to the 5.40% all-others rate published in the original order in May 2017.
