Unfazed by provisional AD duties, Indonesian low-ash metallurgical coke stays dominant in India

The Directorate General of Trade Remedies (DGTR) in India has recently proposed imposing a six-month provisional anti-dumping duty on imports of low-ash metallurgical coke from several sources, including Indonesia. However, market observations indicate that Indonesian low-ash metallurgical coke continues to hold a clear advantage in both cost and quality. Even with the added duty, its landed cost remains lower than domestic spot prices in India, offering significant benefits to steelmakers in the eastern region by reducing production pressure and maintaining competitiveness.

Beyond price advantages, Indonesian coke also excels in quality, with a CSR (Coke Strength after Reaction) value higher than the domestic average in India. This helps control coke consumption in blast furnace operations and improves efficiency, making the Indonesian supply even more attractive in the market.

While the duty differential is expected to curb imports from high-cost regions, exchange rate volatility remains a potential risk. A notable depreciation of the Indian rupee against the US dollar could narrow the price gap between imported material and domestic coke, affecting the economic viability of imports. 

Overall, as long as Indonesia maintains its cost and quality advantages, its low-ash metallurgical coke is expected to continue flowing into the Indian market and remain an important supply source for local steel mills in the short term.
