Australia issues preliminary AD duties on China’s hot rolled coil steel

On December 23, 2025, the Australian Anti-Dumping Commission made a preliminary affirmative determination regarding hot rolled coil steel imports from China, finding evidence of dumping and subsidies during the review period from October 1, 2023, to September 30, 2024. This probe was launched based on an application by BlueScope Steel Limited, the only hot rolled steel manufacturer in Australia.

A final report is expected to be submitted to the Minister for Industry and Science by March 13, 2026. The preliminary findings assigned a combined rate of 106.5% to Baoshan Iron & Steel, 36.5% to Baosteel Zhanjiang Iron & Steel, 66.2% to Shanghai Meishan Iron & Steel, 40.3% to Hunan Valin Lianyuan Iron & Steel, and 116.9% to uncooperative and all other exporters.
