Taiwan MOEA finds injury to domestic non-oriented electrical steel industry from South Korea & China’s imports

On February 10, 2026, Taiwan's Ministry of Economic Affairs (MOEA) determined that imports of non-oriented electrical steel products from South Korea and China likely caused material injury to the domestic industry.

During the period from January 2022 to September 2025, import volumes of the subject goods grew significantly while prices dropped. By 2023, these prices fell below domestic rates, forcing local producers to cut prices and lose customers.

The MOEA pointed out that production, sales, market share, and profits have all declined. Consequently, the case now moves to the Ministry of Finance to investigate dumping margins. The Ministry of Finance must reach a preliminary dumping decision within 70 days and decide whether to impose provisional AD duties.

Under local regulations, the MOEA will further evaluate the impact on downstream industries and the national economy if the investigation proceeds. A final decision on AD duties depends on both dumping and injury findings.
