China & South Korea reach price undertaking agreement on hot-rolled steel plates

On February 23, 2026, South Korean authorities concluded an anti-dumping (AD) investigation into Chinese hot-rolled steel by accepting a price undertaking agreement. This resolution replaces traditional AD duties with a commitment to maintain specific price levels. Both nations welcome this outcome, as it provides stability and predictability for steel trade.

The investigation began in March last year after South Korean companies claimed that Chinese and Japanese manufacturers sold hot-rolled carbon and alloy steel products at prices below the local market rate. By choosing a price undertaking, both industries avoid extra taxes. This agreement protects the interests of both sectors and maintains a steady flow of materials between the two countries.

The subject goods are under HS codes 7208.51.1000, 7208.51.9000, 7208.52.1000, 7208.52.9000, 7225.40.9010, 7225.40.9091, and 7225.40.9099.
