Brazil's Secretariat of Foreign Trade (SECEX) issued Circular No. 33 on April 29, 2026, confirming a preliminary positive determination of dumping and domestic industry injury in imports of hot-rolled stainless steel flat products from China, India, and Indonesia.
Dumping margins were calculated at 50.1% for China, 25.3% for Indonesia, and 17.9% for India. Despite these findings, no provisional anti-dumping (AD) duties will be imposed at this stage. Authorities attributed the decision to the complexity of the case, involving three investigated origins and a substantial volume of submitted information, and opted to allow the investigation to proceed through full adversarial proceedings before taking any trade action.
The final determination by the Department of Commercial Defense (DECOM) is scheduled for November 25, 2026.
The products involved are hot-rolled stainless steel flat products, in the form of coils or sheets, with a thickness equal to or greater than 2 mm and equal to or less than 50.8 mm. They are commonly classified tariff codes 7219.11.00, 7219.12.00, 7219.13.00, 7219.14.00, 7219.21.00, 7219.22.00, 7219.23.00, 7219.24.00, 7220.11.00, 7220.12.20, and 7220.12.90 of the Mercosur Common Nomenclature (NCM).
The sole Brazilian producer of the like product is Aperam Inox América do Sul SA.
