South Africa preliminarily decides not to impose provisional AD measure on flat-rolled products from 3 countries

On February 13, the International Trade Administration Commission of South Africa (ITAC) announced its preliminary determination of anti-dumping (AD) investigation on certain flat-rolled products of iron, non-alloy steel or other alloy steel originating in or imported from China, Japan, and Taiwan, deciding not to impose provisional AD measure on the subject products from the three countries as there is no threat of material injury to the Southern African Customs Union (SACU) industry.

The products involved are certain flat-rolled products of iron, non-alloy or other alloy steel of a width of 600mm or more, whether or not in coils, not further worked than hot-rolled, including pickled and oiled, hot-rolled, not clad, plated or coated, excluding stainless and grain-oriented silicon electrical steel. These products are classified under HS codes 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208. 37, 7208.38, 7208.39, 7208.51, 7208.52, 7225.30, and 7225.40.

The original investigation was launched based on the complaint filed by ArcelorMittal South Africa. The period of dumping investigation was from April 1, 2023 to March 31, 2024, and the injury investigation period was from April 1, 2021 to March 31, 2024.
