The Canada Border Services Agency (CBSA) warns that expiring anti-dumping (AD) duties on oil country tubular goods (OCTG) from Taiwan, India, Indonesia, South Korea, Thailand, Turkey, Ukraine, and Vietnam could lead to resumed or continued dumping. However, imports from South Korea’s Hyundai Steel Company and Turkey’s Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş. are exempt from these restrictions.

Canadian producers, including Interpro Pipe & Steel, Tenaris Global Services, and Welded Tube of Canada, expressed concerns in questionnaire responses regarding potential market injury if the protections lapse. Therefore, the Canadian International Trade Tribunal (CITT) initiated an expiry review to assess potential damage, with a final decision scheduled by October 7, 2026.

The products involved are OCTG, which are casing, tubing and green tubes made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, with an outside diameter from 2 ⅜ inches to 13 ⅜ inches (60.3 mm to 339.7 mm), meeting API 5CT or equivalent standards.

The period of review for the expiry review investigation spans from January 1, 2022, to September 30, 2025.
