US issues preliminary AD ruling on Italian cold-drawn mechanical tubing

The US Department of Commerce (USDOC) preliminarily determined that Italian manufacturer Dalmine S.p.A. (Dalmine) sold cold-drawn mechanical tubing of carbon and alloy steel (cold-drawn mechanical tubing) below normal market value during the period of review from June 1, 2024, through May 31, 2025. The initial findings indicate unfair pricing practices in American markets.

Because the USDOC determined that Dalmine failed to cooperate fully with the probe, the Adverse Facts Available (AFA) was adopted to establish a 68.95% weighted-average dumping margin.

Interested parties have 21 days from the publication date to submit case briefs to the Assistant Secretary for Enforcement and Compliance. The USDOC intends to release its final determination within 120 days, incorporating an analysis of all submitted arguments.
