Brazil's Secretariat of Foreign Trade (SECEX) has officially initiated an anti-dumping (AD) investigation on imported hot-rolled flat products from China. The probe targets alleged unfair pricing practices, covering various dimensions and grades of HRC, including cut-to-length products and special alloy variants.
China dominated Brazil's HRC imports, accounting for 85% of the 632,400 tons imported in 2024. SECEX has 70 days to conclude its review.

The period of the dumping investigation is from July 2023 to June 2024, and the period for injury analysis is from July 2019 to June 2024.

The products involved are hot-rolled, flat-rolled steel products of iron, alloy steel, or non-alloy steel that are not clad, plated, or coated, of any width, in uncoiled form, of a thickness of less than 4.75 mm, or in coiled form, of any thickness. These products are under tariff codes 7208.10.00, 7208.25.00, 7208.26.10, 7208.26.90, 7208.27.10, 7208.27.90, 7208.36.10, 7208.36.90, 7208.37.00, 7208.38.10, 7208.38.90, 7208.39.10, 7208.39.90, 7208.40.00, 7208.53.00, 7208.54.00, 7208.90.00, 7211.13.00, 7211.14.00, 7211.19.00, 7211.90.10, 7211.90.90, 7225.30.00, 7225.40.90, and 7226.91.00 of the Mercosur Common Nomenclature (NCM).
