South Africa imposes provisional safeguard measures on imported coated flat-rolled steel

On June 26, 2025, the Committee on Safeguards of the WTO published the request from the delegation of South Africa. The International Trade Administration Commission of South Africa has decided to impose a provisional safeguard measure on imported flat-rolled steel products with a safeguard duty of 52.34% for a duration of 200 days.

The subject products include flat-rolled products of iron or non-alloy steel of a width of 600mm or more, clad, plated, or coated with aluminum-zinc alloys, of a thickness of less than 0.45mm, under HS codes 7210.61.20 and 7210.60.30. Also, the measure applies to flat rolled products of other alloy steel, of a width of 600mm or more, otherwise plates or coated with zinc, of a thickness of less than 0.45mm, under HS codes 7225.92.25 and 7225.92.35.

Some developing countries, including Taiwan, are excluded from the safeguard measures as those exported to South Africa less than 3% of total imports.

The injury investigation period is from May 1, 2021, to April 30, 2024.
