Canada terminates AD expiry review on steel plates from Ukraine

On September 19, 2025, the Canadian International Trade Tribunal (CITT) terminated its expiry review of anti-dumping (AD) duties on hot-rolled carbon steel plate and high-strength low-alloy steel plate from Ukraine. The decision was made due to two domestic producers, Interpro Pipe & Steel Inc. (Interpro) and Algoma Steel Inc. (Algoma), confirming to the CITT that they are not seeking a continuation of the order.

The review, initiated on August 5, was meant to determine if ending the AD measure would cause continued or resumed dumping of Ukrainian steel into the Canadian market.

Because the domestic industry no longer supports the measure, the CITT ended its review and rescinded the order. As a result, AD duties on the product will no longer be collected.
