US considers easing LNG export restrictions amid port fee concerns

The US government is contemplating easing some restrictions on liquefied natural gas (LNG) exports due to concerns that a new port fee for Chinese-built ships, announced by the US Trade Representative (USTR), may impact the LNG sector. 

Starting October 14, 2025, the US will impose high port fees on Chinese vessel operators and those using Chinese-built ships for ocean freight services. This includes LNG exports, where future shipments must be transported by vessels built, flagged, and operated by US companies.

From 2028, a gradual percentage of LNG must be carried by US-built ships, reaching 15% by 2047. LNG exporters not meeting these requirements could face license suspensions. The Energy Department will monitor compliance and adjust yearly quotas. However, exemptions exist for newly built US vessels. 

Despite these measures to promote US shipbuilding, concerns have emerged that they could raise LNG export costs, reducing global competitiveness. The USTR is exploring potential adjustments, with changes possibly coming before October 2025.
