US preliminarily finds Spanish PC strand sold below fair value

The US Department of Commerce (USDOC) preliminarily determined that sales of prestressed concrete steel wire strand (PC strand) from Spain were made at less than normal value during the period of review from June 1, 2023, to May 31, 2024.

The sole mandatory respondent, Global Special Steel Products S.A.U., was found to have sold the subject goods in the US at prices lower than the fair value. As a result, the USDOC assigned an estimated weighted-average dumping margin of 13.14% to the company.

The current all-others anti-dumping (AD) duty rate for Spanish PC strand remains 14.75%.

The USDOC expects to issue the final results of this administrative review within 120 days from the publication of this notice.
