South Africa starts AD investigation on China’s coated flat-rolled steel

The International Trade Administration Commission of South Africa (ITAC) has launched an investigation into the alleged dumping of certain flat-rolled products of iron or non-alloy steel from China.

The investigation was initiated based on the application filed by domestic producers ArcelorMittal South Africa and Safal Steel, which claimed that the subject goods from China are being dumped onto the Southern African Customs Union (SACU), causing material injury to the domestic market.

In September this year, ITAC made a preliminary determination that these products from China are being dumped in the SACU and have caused material injury to the industry. However, the Commission has decided not to impose provisional anti-dumping (AD) duties at this stage, noting that provisional safeguard duties imposed in June 2025 may have already contributed to deterring imports and had a positive impact on the industry.

The products involved in this investigation are flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, clad, plated or coated, with aluminum-zinc alloys, of a thickness of less than 0.45mm, classified under HS codes 7210.61.20 and 7210.61.30, and flat rolled products of other alloy steel, of a width of 600mm or more, otherwise plated or coated with zinc, of a thickness of less than 0.45mm, under HS codes 7225.92.25 and 7225.92.35.
