UK’s Trade Remedies Authority reviews Vietnam rebar import quota

On November 10, 2025, the UK’s Trade Remedies Authority (TRA) launched a review of the tariff-rate quota (TRQ) for rebar (Category 13) from Vietnam under the UK's steel safeguard measure.

The review was launched based on an application by 7 Steel UK, which claimed that Vietnamese imports have recently surpassed the 3% import share threshold in the past 12 months allowed under the Developing Country Exemption.

This action was made due to a significant trade change; Vietnam's shipments were negligible until July 2025, when a single surge of more than 21,000 tons entered the UK market. The review will determine if Vietnam should remain exempt from the TRQ. If the exemption is revoked, Vietnamese rebar would be subject to the standard quota framework.

The investigation covers the period from October 1, 2024, to September 30, 2025.
