Philippines cuts tin mill black plate tariffs to zero to support local can-making industry

13 Nov 2025 16:28 reported by Ranny Fang

Philippine President Ferdinand Marcos has signed Executive Order No. 104, reducing import tariffs on tin mill black plates from the current 3% to zero for the next three years.

The measure aims to ease cost pressures on domestic producers of tinplate and tin-free steel, key materials widely used in food can manufacturing.

As the Philippines has no local production capacity for tin-mill black plates and relies entirely on imports, the Economy and Development Council endorsed the tariff cut to help stabilize supply chains, lower manufacturing costs, and encourage investment in related sectors.

The government expects the adjustment to boost employment and strengthen the food packaging industry. The new tariff rate will be reviewed after its first year of implementation.
