SSAB green steel project gets final legal clearance in Luleå

The plan of SSAB, a Sweden-based steel company, to build and operate a new electric arc furnace steel plant in Luleå, Sweden, has been confirmed by the Land and Environment Court of Appeal.

The ruling confirms the permit initially granted in December 2024, dismissing appeals against the project. The decision provides clarity for SSAB’s transformation, which will replace blast furnace production and slash carbon dioxide emissions from production by up to 90%.

SSAB has already begun work on the site. The Court of Appeal specifically affirmed the plant’s location and the use of the electric arc furnace as the best available technology. The new facility is expected to enhance SSAB’s cost competitiveness and provide greater flexibility.
