South Korea imposes 5-year AD duties on China’s hot-rolled thick steel plates

On November 24, 2025, the South Korean Ministry of Economy and Finance announced the imposition of five-year anti-dumping (AD) duties on hot-rolled thick steel plates originating in China. The decision is based on the Korea Trade Commission's finding that the dumped Chinese plate caused substantial damage to the domestic industry.

The AD duty rates range from 27.91% to 34.10%, depending on the supplier. Baoshan Iron & Steel is subject to a 27.91% duty, Jiangsu Shagang faces 29.62%, Hunan Valin Xiangtan receives 32.32%, Sino International, Xiamen ITG, and other suppliers will be levied a 34.10% duty.

The products involved are hot-rolled thick plates of carbon steel and other alloy steel, with a thickness of 4.75 mm or more and a width of 600 mm or more, not in a coil form, classified under HS codes 7208.51.1000, 7208.51.9000, 7208.52.1000, 7208.52.9000, 7225.40.9010, 7225.40.9091, and 7225.40.9099.

However, products that meet ASME SA516-70 (with a thickness of 134mm or more), SA299 Grade B (with a thickness of 50mm or more), and SA302 Grade B and C are excluded from the duties. Besides, certain high-end products for engineering machinery, including NM400/500 and EN 10025-6 S890Q, S960QL, which meet specific specifications and properties, are also exempt.

In addition, some Chinese steel companies, including Baoshan Iron & Steel, Jiangsu Shagang, and Angang Steel, were excluded from the duties after reaching price undertakings with the South Korean government.
