The US Department of Commerce (USDOC) has launched an anti-circumvention investigation into certain steel wheels imported from Vietnam, specifically covering sizes from 22.5 to 24.5 inches.

The investigation, launched based on a petition from Accuride Corporation and Maxion Wheels USA LLC, concerns allegations that the Vietnamese-finished wheels use Chinese-origin hot-rolled steel as a main input to bypass existing US anti-dumping and countervailing duties on Chinese steel wheels.

Petitioners cited data showing Vietnam's hot-rolled steel imports from China soared by 291% between 2017 and 2023. Concurrently, US imports of steel wheels from Vietnam significantly increased, rising from US$7 million in 2018 to US$90 million in the first half of 2025.

The USDOC, which received the petition on November 24, 2025, is scheduled to issue a preliminary decision within 30 days. A final ruling is expected within 300 days from the start of the investigation, or within 365 days if an extension is granted.

The products involved are under HS codes 8708.70.4530, 8708.70.4560, 8708.70.6030, 8708.70.6060, and 8716.90.5059, and may also fall under HS codes 4011.20.1015, 4011.20.5020, and 8708.99.4850.
