China once again tightens controls on steel exports

Due to record-high steel exports and heightened international trade tensions, China has decided to implement export licensing for certain steel products starting January 1, 2026. This marks the first time China has reinstated the steel export licensing system in 16 years, since its abolition in 2009.

The steel products included in this export license management system involve 300 customs commodity codes, covering a wide range of products.

In response, the China Iron and Steel Association pointed out that this policy is conducive to guiding the standardized export of steel products and promoting the high-quality development of the steel industry. Furthermore, in the context of globalization, this is a necessary measure for participating in international supply chain cooperation.
