Taiwan launches AD probe on cold-rolled non-oriented electrical steel from South Korea & China

On December 15, 2025, Taiwan's Customs Administration, under the Ministry of Finance, announced the launch of an anti-dumping (AD) investigation on cold-rolled, flat-rolled non-oriented electrical steel products imported from South Korea and China, following an application submitted by China Steel Corporation (CSC), which alleged that these imports are being unfairly priced, potentially harming the domestic industry.

The Customs Administration announced the investigation after concluding there is a reasonable suspicion of dumping and injury to Taiwan's industry.

The Ministry of Economic Affairs will first determine if local businesses are suffering damage within 40 days. Subsequently, the Ministry of Finance will assess the existence of dumping within 70 days to decide on imposing a provisional AD duty. Interested parties must submit information to the Customs Administration within 20 days from the date of this announcement.

The products involved are cold-rolled, flat-rolled non-oriented electrical steel products, whether in coils or not, coated with non-metallic insulation, with a thickness ranging from 0.135 mm to 0.715 mm. Excluded are steel products tested at 50 Hz and a maximum magnetic flux density of 1.5Wb/m2, with iron loss values above 13.00W/kg or below 1.80W/kg.

The subject goods are under HS codes 72107010, 72107020, 72107030, 72107090, 72109010, 72109020, 72109030, 72109090, 72124010, 72124020, 72124030, 72124090, 72125010, 72125020, 72125030, 72125090, 72251100, 72251910, 72251920, 72251930, 72259910, 72261100, 72261910, 72261920, 72261930, and 72269990. These products are mainly applied in motors, transformers, voltage regulators, and electromagnetic switches.
