EU to implement new steel import regulations in July 2026

A new regulatory framework for EU steel imports will begin on July 1, 2026, replacing current safeguard measures for most global suppliers.

Under the draft plan, importers must provide melt and pour origin data starting in October 2026. This data may eventually determine how country-specific tariff quotas are distributed, potentially changing future trade flows.

The regulation brings back the carry-over of unused quarterly quotas and includes provisions to protect downstream industries from extreme price surges. Norway, Iceland, and Liechtenstein remain exempt, and other nations face stricter documentation requirements.

Officials will review the product scope within 18 months and assess whether to include steel-intensive finished goods to prevent market imbalances.
