Mexico initiates second AD sunset review on hot-rolled steel imports from 3 countries

On December 19, 2025, Mexico's Ministry of Economy (SE) launched an anti-dumping (AD) sunset review on hot-rolled steel coils from Germany, China, and France, following a request from domestic producer Ternium Mexico, S.A. de C.V., to determine if removing current duties would lead to continued dumping.

The products involved are hot-rolled and uncoated flat carbon or alloy steel products of any thickness and width equal to or greater than 600 mm, including hot-rolled steel plate with a thickness of 4.75 mm or less and hot-rolled steel coils with a thickness greater than 4.75 mm. These products are under tariff codes 7208.36.01, 7208.37.01, 7208.38.01, 7208.39.01, and 7225.30.91 of the TIGIE.

The review period is from October 1, 2024, to September 30, 2025, and the injury investigation period is from October 1, 2020, to September 30, 2025.

While the review proceeds, existing AD duties remain in effect.
