Brazil's Secretariat of Foreign Trade (SECEX) recently confirmed that Chinese exporters are selling hot-rolled flat-rolled products at prices below market value, damaging local producers such as Gerdau and Usiminas.

The preliminary determination revealed dumping margins, with Baosteel at 46.1% and Hebei Yanshan reaching 51.5%. Despite these results, the government declined to impose provisional anti-dumping (AD) duties at this stage.

The final determination is expected to be issued by July 20, 2026.

The products involved are hot-rolled, flat-rolled steel products of iron, alloy steel, or non-alloy steel that are not clad, plated, or coated, of any width, in uncoiled form, of a thickness of less than 4.75 mm, or in coiled form, of any thickness. These products are under tariff codes 7208.10.00, 7208.25.00, 7208.26.10, 7208.26.90, 7208.27.10, 7208.27.90, 7208.36.10, 7208.36.90, 7208.37.00, 7208.38.10, 7208.38.90, 7208.39.10, 7208.39.90, 7208.40.00, 7208.53.00, 7208.54.00, 7208.90.00, 7211.13.00, 7211.14.00, 7211.19.00, 7211.90.10, 7211.90.90, 7225.30.00, 7225.40.90, and 7226.91.00 of the Mercosur Common Nomenclature (NCM).
