Implementation of China's steel export licensing scheme meets with cautious optimism in South Korea

China's launch of an export licensing system for approximately 300 steel products on January 1, 2026, has drawn a cautiously optimistic response from South Korea's steel industry. The sector, grappling with prolonged sluggishness amid a global oversupply of low-cost steel, sees potential short-term relief if the measure effectively curbs outflows of cheap Chinese steel and eases international price pressures. Analysts, however, stress that the actual impact will hinge on enforcement and product coverage.

While South Korea has already imposed anti-dumping duties on certain Chinese steel products, domestic demand remains weak and export competition is intense, prompting some local producers to halt operations prematurely in late 2025. Market observers warn that although the licensing system may reduce low-end exports, it could also push Chinese firms to accelerate a shift toward higher-value steel, intensifying competition with South Korean manufacturers in high-end steel segments.

Notably, POSCO’s sale of its loss-making stainless steel plant in China in July last year signaled a strategic pivot toward emerging markets such as India. Against this backdrop, industry attention is focused on potential high-level discussions around steel trade during an expected visit to Beijing by POSCO's chairman as part of a South Korean presidential delegation.

In summary, while the licensing policy may help rebalance supply in the near term, the medium-to-long-term outlook for South Korea’s steel industry will depend largely on the pace of China’s industrial upgrading and a genuine recovery in global steel demand.
