The Canadian International Trade Tribunal (CITT) launched an expiry review on January 5, 2026, to investigate heavy plate imports. This inquiry targets a 2021 finding to see if lifting the current anti-dumping (AD) duties would cause Taiwan and Germany to resume dumping practices. Domestic producers worry that ending these protections could lead to financial injury.

The Canada Border Services Agency (CBSA) will deliver its determination on the likelihood of continued dumping by June 4, 2026. If the agency finds a persistent threat, the CITT will then decide by November 10, 2026, whether to maintain the existing AD measures.

The products involved are hot-rolled carbon steel plate and high-strength low-alloy steel plate, in cut lengths, of a width more than 72 inches (1829 mm) to 152 inches (3,860 mm) inclusive, and a thickness from 0.375 inches (9.525 mm) up to and including 4.5 inches (114.3 mm), excluding plate in coil form and floor plate.
