Tosyalı Holding urges EU to lift steel import quotas on Turkey and Algeria

Tosyalı Holding has called on the European Union to remove steel import quotas on Turkey and Algeria, arguing that the measures harm the EU’s own steel industry and run counter to sustainability objectives.

The company said low-emission upstream steel products produced in Turkey and Algeria should not be subject to quotas, as easing restrictions would help the EU integrate more green steel into its industrial ecosystem. 

Tosyalı noted that quotas originally designed to shield Europe from Asian, particularly Chinese, imports also apply to Turkey, despite its role as a key upstream supplier to the EU. It highlighted China’s dominant share of nearly half of global crude steel output, with overcapacity, subsidies, and weak demand continuing to distort global markets. 

The current global steel excess capacity is estimated at around 680 million tons and could exceed 720 million tons by 2027.
