European Parliament approves new measures to reduce steel import quotas

The European Parliament's Committee on International Trade (INTA) has voted to adopt proposed new EU trade measures, including steel tariffs and import quotas, which are designed to counteract the impact of global steel overcapacity on the EU market. 

The committee approved the following measures: cutting the annual tariff-free steel import volume to 18.3 million tons, a 47% decrease from the 2024 level, while imposing a 50% tariff on imports exceeding the quota.

Following the vote, European Steel Association (Eurofer) issued a statement noting that the committee had also tightened the "melting and pouring" rule, clarifying that quota allocation should be determined by the country where melting and pouring take place, supported by reliable and verifiable documentation such as steel mill test certificates.

The EU's move aims to shield its struggling steel industry from the effects of global overcapacity, as the WTO safeguard measures are set to expire. The committee stated that it will now enter into negotiations with the Council of the European Union, with the goal of reaching an agreement on the final version of the legislation in the spring.
