Ukraine extends import restrictions on steel bars and coated carbon steel flats to protect domestic industry

The Interdepartmental Commission on International Trade (ICIT) of Ukraine has approved several measures to safeguard Ukraine’s domestic market. A major decision involves extending anti-dumping (AD) duties on steel bars from Belarus and Moldova for another five years. Current AD rates for Belarusian suppliers range from 47.31% to 79.27%, while Moldovan exporters face duties of 13.8% to 35.37%.

Furthermore, Ukraine expanded its trade barriers to include coated carbon steel flat products from Malaysia. An investigation by the Ministry of Economy, Environment and Agriculture confirmed that Chinese producers used forged certificates of origin to bypass existing AD duties via Malaysian transshipment. Therefore, the AD duty rates of 30.76% to 48.14% originally applied to China now cover imports from Malaysia.

The authorities said that these actions align with WTO procedures to ensure the survival of national production and local jobs during difficult economic conditions.
