ACWA Power, Gulf Investment Corporation (GIC), and Kuwait’s Ministry of Electricity, Water and Renewable Energy signed a US$4 billion Energy Conversion and Water Purchase Agreement (ECWPA) for the Az-Zour North Phase 2 & 3 project. This project includes a 2.7 GW CCGT power plant and a seawater reverse osmosis desalination facility to address national utility needs.

A consortium including the Kuwait Authority for Partnership Projects, ACWA Power, and GIC owns the project. SEPCO-III will lead construction, while GE Vernova provides gas turbines.

Operating on natural gas with gasoil backup, the facility will supply its total output to the Ministry. This infrastructure integrates with Kuwait’s existing grid to improve energy and water security. ACWA Power will manage operations and maintenance for the project’s 25-year term.
