Vietnam launches carbon emission pilot quota program, including steel, cement, power generation

The Vietnamese government has approved the allocation of pilot greenhouse gas emission allowances for 2025-2026, totaling approximately 268.39 million tons of CO2 equivalent in 2026, an increase of over 10% annually. These allowances will be allocated to 34 thermal power plants, 25 iron and steel companies, and 51 cement plants, targeting key high-carbon-emitting industries.

This plan is being implemented under Decision No. 263/QD-TTg. The pilot allowances for 2025 and 2026 are approximately 243.1 million tons and 268.39 million tons, respectively, but details regarding individual company allocations have not been released. 

The market believes that the inclusion of the cement and steel industries indicates increased regulatory requirements for carbon management and paves the way for a comprehensive carbon pricing mechanism by 2028.

Vietnam also reiterated its commitment at COP26 to achieve net-zero emissions by 2050 and, with international support, significantly reduce greenhouse gas emissions from the baseline scenario by 2030, gradually promoting the low-carbon transformation of its industries.
