Pakistan makes final ruling on anti-circumvention investigation on China’s cold-rolled steel coils/ sheets

The National Tariff Commission of Pakistan issued a final determination of its anti-circumvention investigation on cold-rolled steel coils/ sheets from China, finding that Chinese exporters slightly modified product widths to exceed 1,250 mm, bypassing existing anti-dumping (AD) measures on cold-rolled flat steel products with a width no exceeding 1,250 mm.

As a result, a 19.04% AD duty will be extended to flat-rolled products of iron or non-alloy steel with a thickness from 0.15 mm to 3.00 mm and a width above 1,250 mm. However, there are exemptions for cold-rolled coils/ sheets used in automotive outer skins of four wheeler vehicles, Tin Mill Black Plate, and materials used in specific export schemes or foreign grant-in-aid projects under the Customs Act, 1969.

This ruling becomes effective immediately and is in line with the imposition duration for the second sunset review. The investigation, launched in May 2025, examined trade data from January 1, 2021, to December 31, 2024, to determine whether circumvention activities have weakened the remedial effects of the AD duties.

The products involved are under HS codes 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810, and 7209.2890.
