US sets preliminary AD duties on steel concrete reinforcing bars from 3 countries

On March 10, 2026, the US Department of Commerce (USDOC) issued a preliminary ruling finding that steel concrete reinforcing bars from Bulgaria, Egypt, and Vietnam are being sold at unfairly low prices in the American market. The preliminary dumping margins range between 34.20% and 130.77%.

Specific rates include 52.8% for Bulgarian producers and 34.20% for those in Egypt. However, two Egyptian companies, El Marakby Steel and Suez Steel Company, face a separate rate of 52.73%. Vietnamese exporters received the highest margins, with a general rate of 130.77% and a specific rate of 121.97% for Hoa Phat.

Final determinations are currently scheduled for announcement on or around July 28, 2026. Meanwhile, the International Trade Commission (ITC) continues its concurrent injury determination investigations to decide if these imports harm the domestic industry.
