US makes preliminary AD ruling on China’s steel racks

The US Department of Commerce (USDOC) recently determined that certain steel racks and parts thereof (steel racks) from China entered the American market at unfairly low prices.

For the review period September 1, 2023, through August 31, 2024, the USDOC calculated a preliminary dumping margin of 73.6% for several qualifying entities, including Jiangsu JISE, Jiangsu Nova, Nanjing Jinshidai, and Hebei Nova.

Meanwhile, the USDOC cancelled reviews for Xiamen Luckyroc and Dongsheng after all applicants withdrew their requests. Investigations into Hebei Minmetals and Ningbo Xinguang Rack also ended, as neither firm reported shipments of subject merchandise during the period.

Final results for this trade case are expected within 120 days of the preliminary announcement in the Federal Register.
