Pakistan broadens AD duty scope on Chinese cold-rolled steel

Pakistan is expanding the scope of its anti-dumping (AD) duties on cold-rolled steel coils/sheets from China to prevent tax evasion. Following a complaint filed by International Steels and Aisha Steel Mills on March 27, 2025, the National Tariff Commission discovered that Chinese exporters modified product widths above 1,250 mm to bypass existing AD measures.

The current 19.04% duty now applies to cold rolled steel coils/sheets of iron or non-alloy steel, with a thickness ranging from 0.15 mm to 3.00 mm and a width above 1250mm, under HS codes 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810, and 7209.2890.

The authority determined these modifications were specifically intended to circumvent previous restrictions. This expansion aims to protect the domestic steel industry.
