Egypt finalizes safeguard measures on steel billet imports

Egypt has issued a final affirmative determination regarding safeguard measures on semi-finished products of iron or non-alloy steel (billets). Under the new rules, an annual quota of 176,770 tons remains tax-free. Imports exceeding this limit face ad valorem duties combined with minimum specific tariffs.

From April 2, 2026, to September 13, 2026, the rate is 13% but at least 3,412 EGP per ton. From September 14, 2026, to September 13, 2027, the rate becomes 12% but at least 3,120 EGP per ton. Finally, from September 14, 2027, to September 13, 2028, the rate is 11% but at least 2,860 EGP per ton. These measures are based on an investigation period spanning 2021 to 2024.

The products involved are under tariff code 72.07.

Official implementation depends on the formal ministerial decree.
