South Korea to launch 4-year periodic anti-dumping audits

Starting this month, the Korea Customs Service (KCS) will implement a four-year cycle of regular audits for all 28 products currently under anti-dumping (AD) duties, including carbon steel plates and PET film. This new framework replaces the previous method of conducting investigations only on a case-by-case basis or during specific incidents.

The KCS developed this systematic way to counter rising protectionism and global oversupply. Official data showed AD cases rose from five in 2020 to thirteen in 2025.

By analyzing import prices and origin data through AI-based monitoring, the KCS intends to detect evasion tactics such as false declarations or third-country circumvention. Selected companies will face integrated investigations covering commodity classification and foreign exchange data to protect domestic industries.
