EU expands AD duty scope on China’s pipe cast fittings to curb circumvention

The European Commission has extended anti-dumping (AD) duties on threaded tube or pipe cast fittings, of malleable cast iron and spheroidal graphite cast iron, from China to include unthreaded tube or pipe cast fittings of malleable cast iron.

An investigation revealed that Chinese exporters were bypassing existing anti-dumping (AD) measures by shipping unthreaded tube or pipe cast fittings of malleable cast iron to the EU for final processing.

Under this practice, parts from China constituted more than 60% of the total value of the finished product's parts, while the value added during the completion operation remained below 25% of the manufacturing cost.

To address this circumvention, the 57.8% duty applied to most Chinese imports now covers specific unthreaded tube or pipe cast fittings under TARIC codes 7307 19 10 35 and 7307 19 10 45.

The European Commission granted exemptions to Erata Impex (Romania), AGAflex (Poland), Poarta Alba Fittings Industry (Romania), and Odlewnia Zawiercie (Poland) because their operations comply with EU value-added requirements. Conversely, the commission denied the exemption for Jianzhi Technology (Romania), requiring the firm to pay the full 57.8% duty on relevant imports to ensure the original measures remain effective.
