TRA publishes decisions on 3 steel safeguard tariff rate quota reviews

The Trade Remedies Authority (TRA) published decisions on March 31, 2026, for three tariff rate quota (TRQ) reviews under the UK's steel safeguard measure, with all changes taking effect on April 1, 2026. 

In the first review (TQ0077), the TRA decided to maintain existing TRQs for categories 4 and 7 steel, metallic coated sheet and non-alloy and other alloy quarto plates, to protect UK steel producers from potential harm. 

The second review (TQ0078) resulted in a partial change to category 12A (alloy merchant bars and light sections), removing three of eight commodity codes where no evidence of UK production was found during the investigation period. 

The third review (TQ0085) examined Turkey's Developing Country Exemption (DCE) status for category 4 steel, and since Turkey's imports exceeded the allowable threshold, the TRA recommended introducing a country-specific quota for Turkey. 

Together, these decisions reflect the TRA's ongoing role in balancing import access under WTO frameworks with the protection of domestic UK steel industry interests.
