US launches third AD and CVD review investigation on Chinese prestressed concrete steel wire strand

The US Department of Commerce (USDOC) has launched the third sunset review of anti-dumping (AD) and countervailing duties (CVD) on prestressed concrete steel wire strand from China. 

At the same time, the US International Trade Commission has started its own sunset injury review. The ITC will look at whether ending the current orders would likely lead to continued or renewed material harm to the US industry within a reasonably foreseeable period.

Interested parties have ten days from the notice date to register with the USDOC. Responses to the ITC are due by May 1, 2026, with follow-up comments on response adequacy due by June 9, 2026.

The case goes back to June 2009, when USDOC first launched its AD/CVD probes. Final determinations came in May 2010. The first sunset reviews began in May 2015 and wrapped up in July and September of that year. A second round of sunset reviews started in September 2020 and led to final expedited rulings in December 2020.
