US drops AD duties on POSCO’s carbon and alloy steel wire rods

The US Department of Commerce (USDOC) reached a final decision regarding POSCO and POSCO International Corporation (collectively, POSCO), determining they did not sell carbon and alloy steel wire rods below normal value during the review period from May 1, 2023, to April 30, 2024. After evaluating company comments and records, the USDOC adjusted the preliminary 0.51% dumping margin to zero.

Because of the zero percent margin, the USDOC will instruct US Customs and Border Protection (CBP) to liquidate these imports without anti-dumping (AD) duties. These assessment instructions will be issued at least 35 days after these final results.

The products involved are certain hot-rolled products of carbon steel and alloy steel, in coils, of approximately round cross-section, less than 19.00 mm in actual solid cross-sectional diameter. These products are classified under subheadings 7213.91.3011, 7213.91.3015, 7213.91.3020, 7213.91.3093, 7213.91.4500, 7213.91.6000, 7213.99.0030, 7227.20.0030, 7227.20.0080, 7227.90.6010, 7227.90.6020, 7227.90.6030, and 7227.90.6035 of the Harmonized Tariff Schedule of the United States (HTSUS).
