Egypt’s Ministry of Investment and Foreign Trade has introduced final safeguard measures on imported flat steel products, including hot-rolled steel, cold-rolled steel, galvanized steel, and color-coated steel products.

Effective April 1, 2026, these duties respond to investigations showing a 116% surge in hot-rolled steel imports and an 86% jump in cold-rolled steel, galvanized steel, and color-coated steel between 2021 and 2024, causing serious injury to the domestic industry.

The duties will decrease annually over three years. For the first year (from April 2, 2026 to September 13, 2026), hot-rolled steel faces a 13.6% duty (minimum US$76/ton), cold-rolled steel at 13.7% (minimum US$83/ton), galvanized steel at 14.0% (minimum US$93/ton), and color-coated steel at 14.5% (minimum US$122/ton).

For the second year (from September 13, 2026 to September 13, 2027), rates decrease to 13.5% for hot-rolled steel (minimum US$75/ton), 13.0% for cold-rolled steel (minimum US$79/ton), 13.5% for galvanized steel (minimum US$90/ton), and 14.0% for color-coated steel (minimum US$118/ton).

In the final year (from September 14, 2027 to September 13, 2028), the rate for hot-rolled steel drops to 13.4% (minimum US$74/ton), cold-rolled steel to 12.5% (minimum US$72/ton), galvanized steel to 13.0% (minimum US$82/ton), and color-coated steel to 13.5% (minimum US$114/ton).
