Mexico adjusts AD duties on Vietnam’s coated flat steel

Mexico’s Ministry of Economy (SE) issued a preliminary resolution on April 21, 2026, converting anti-dumping (AD) duties on Vietnamese coated flat steel from percentage-based rates to specific fees per kilogram. This update results from higher price discrimination margins recorded between November 1, 2023, and October 31, 2024.

Because the authority treats Vietnam as a non-market economy, it utilized Brazil as a surrogate to determine normal values due to state intervention in the Vietnamese steel industry.

New specific duties replace previous percentage rates for major exporters. Hoa Phat Steel Sheet Co., Ltd. now faces a charge of US$0.1576 per kilogram. Hoa Sen Group Joint Stock Company and other unlisted exporters face US$0.2241 per kilogram. Nam Kim Steel Joint Stock Company is subject to US$0.1694 per kilogram, while Ton Dong A Corporation pays US$0.0972 per kilogram. Maruichi Sun Steel Joint Stock Company incurs US$0.1525 per kilogram. China Steel and Nippon Steel Vietnam Joint Stock Company face a charge of US$0.1172 per kilogram.

Interested parties retain the right to present further arguments before the final determination becomes permanent.

The products involved are under HS codes 7210.30.02, 7210.41.01, 7210.41.99, 7210.49.99, 7210.61.01, 7210.70.02, 7212.20.03, 7212.30.03, 7212.40.04, 7225.91.01, 7225.92.01, and 7226.99.99.
