CBAM deferral for Ukraine comes under European Parliament review

The European Parliament has started discussing whether Ukraine should receive a special approach under the Carbon Border Adjustment Mechanism (CBAM), after the issue was raised at a meeting of the Committee on the Environment, Public Health and Food Safety.

According to the report, MEP Mohammed Chahim said the current force majeure provisions should be reassessed if Ukraine’s wartime situation is not considered sufficient for their activation. Peter Liese also questioned why the European Commission had not supported any derogation or special treatment for Ukraine. 

However, Maria Elena Scoppio from the European Commission’s DG TAXUD did not present a position, saying the issue was outside the current report or proposal.

CBAM fully entered into force on January 1, 2026, while Ukraine continues diplomatic talks with Brussels on possible special conditions.
