Canada concludes review of Japan’s large line pipe imports

On July 29, 2025, the Canada Border Services Agency (CBSA) concluded an administrative review of the normal values and export prices on certain welded large diameter carbon and alloy steel line pipes originating in or exported from Japan by Marubeni Itochu Steel Inc.

The period of investigation and the profitability analysis period for the review is from November 1, 2023, to October 31, 2024. The review is to examine whether the company violated dumping or subsidy regulations.

The CBSA has found that the export prices of large line pipes from Marubeni-Itochu Steel were reliable. After reviewing sales made through a related importer, the CBSA compared export prices under sections 24 and 25 of the Special Import Measures Act (SIMA) and found no irregularities during the review period.
