US preliminarily finds Thai seamless OCTG circumventing AD & CVD duties on China

21 Aug 2025 15:59 reported by Joy Liu

A A A
According to a Federal Register notice on August 19, 2025, the US Department of Commerce (USDOC) issued a preliminary finding that certain imports of seamless oil country tubular goods (OCTG) from Thailand are circumventing existing anti-dumping (AD) and countervailing duty (CVD) orders on OCTG from China.

The investigation, initiated in December 2024, concluded that the seamless OCTG, completed in Thailand using steel billets produced in China, should be subject to the same duties.

Boly Pipe Co., Ltd. (Boly Pipe), Nanobest Limited (Nanobest), and Petroleum Equipment (Thailand) Co., Ltd. (PET) were named as the mandatory respondents in this circumvention inquiry.
