According to a Federal Register notice on September 16, 2025, the US Department of Commerce (USDOC) has announced its preliminary determination that imports of certain low-carbon steel wire produced in Mexico, assembled or completed into standard steel welded wire mesh in the US, are circumventing existing anti-dumping (AD) and countervailing duties (CVD) on welded wire mesh from Mexico.

As a result, all imports of low-carbon steel wire from Mexico by Deacero S.A.P.I. de C.V. (Deacero) will be subject to a suspension of liquidation starting April 2, 2024, and all other imports of this wire from Mexico will face the same measure after the notice's publication on September 11, 2025.

The USDOC is also implementing a certification requirement. Producers/exporters that have a company-specific cash deposit rate will be charged the specific rate. For companies without their own specific rate, the USDOC will instruct US Customs and Border Protection (CBP) to collect cash deposits based on the all-others rates, which means importers will need to pay 22.01% for the AD and 1.03% for the CVD on these products.
